How can the Pentagon connect better with tech innovators and investors?

In a significant public address, Gen. Dan Caine, chairman of the Joint Chiefs of Staff, emphasized the need for the Pentagon to strengthen its ties with the founders and investors of emerging technologies. Speaking at the AI+ Expo in Washington, Caine highlighted that outdated systems and traditional methods are inadequate for future military dominance. He argued that peace relies on the innovations of entrepreneurs and leaders in and outside the government, particularly in areas like AI, cyber, and space.

Caine pointed out that new technologies could enhance military operations, but they must be scaled to become strategic advantages. He warned that U.S. adversaries are rapidly advancing by sharing technology and intelligence, while the U.S. faces high barriers to government business despite low entry barriers for disruptive tech.

The Defense Department, he noted, needs to improve its requirements process and become better purchasers, drawing from his own experience in the private sector. Caine praised ongoing reform efforts and highlighted the work of the Defense Innovation Unit, which collaborates with non-traditional tech vendors.

He stressed the importance of integrating the joint force globally and connecting with interagency allies and partners. Caine, a former F-16 pilot and Special Forces officer, underscored the need for resilient technology to ensure mission success even in challenging conditions.
