Is China planning a new global body for AI cooperation?

During an AI conference in Shanghai, Chinese Premier Li Qiang highlighted the fragmented state of global AI governance and proposed the creation of a new multilateral organization to guide the regulation of the technology. He criticized the monopolistic practices and restrictions in the tech industry that could limit AI advancements to a select few countries and enterprises. This statement coincided with U.S. President Donald Trump’s unveiling of an AI Action Plan aimed at establishing American dominance in the field. Meanwhile, Western governments have shifted from advocating for international AI governance to focusing on AI adoption. In Shanghai, prominent AI researchers, including Canadians Geoffrey Hinton and Yoshua Bengio, advocated for establishing clear boundaries that AI systems should not cross and called for a new international body to coordinate efforts among national AI safety agencies.
