How is Shanghai gaining an AI edge through key policies?

Coordinated deployment of public policy, financing and infrastructure has given Shanghai a competitive edge in AI development, according to data and testimony gathered at the latest World AI Conference. Between 2018 and 2025, the industrial value of AI in Shanghai rose from 134 billion to 637 billion yuan, while the city has rolled out regulatory initiatives, industry clusters and financial instruments to support the sector.

An urban, concentrated ecosystem
The transformation of neighborhoods such as Xuhui — a former microelectronics hub now turned into a hyper-dense AI district — illustrates Shanghai’s ground-level strategy. The new Caohejing M+ commercial center showcases this integration into everyday life: cleaning and delivery robots, VR ski simulators, 3D-printing workshops and other demonstrations of practical applications. Xuhui today hosts a quarter of the city’s leading AI companies, a quarter of its integrated-circuit design firms and more than a quarter of registered companies working on large language and foundation models.

The metropolis relies on two major geographic poles. On the Huangpu’s west bank, the Shanghai Foundation Model Innovation Center brings together more than 300 companies, forming one of the densest AI incubators in the world. On the east bank, the Model Matrix Community unites roughly 200 companies focused on vertical models applied to embodied intelligence, life sciences and other real-world scenarios. The World AI Conference, held annually since 2018, has attracted over 3,000 companies and 8,000 experts, turning the event into both a showcase and a catalyst for the local ecosystem — including hardware demos such as rows of DF1000 chips presented by a Shanghai startup.

Policy and regulation: a forward-looking roadmap
Shanghai’s AI momentum is supported by a series of structuring public measures. The city’s first municipal AI directive dates back to November 2017 and aimed to integrate AI into the real economy and stimulate entrepreneurial innovation. At the inaugural WAIC in 2018, the city added 22 targeted measures to accelerate development, covering talent development, advances in core technologies and scaling of pilot applications.

In 2022, Shanghai took an institutional step by adopting a comprehensive municipal AI regulation — the first of its kind at the provincial level — providing a stable legal framework for the industry. During the 14th Five-Year Plan (2021–25), AI was officially elevated to a pillar industry alongside integrated circuits and biomedicine. To reinforce this strategy, in July 2024 the city launched a 100 billion-yuan “fund of funds” to support these three sectors.

On the operational side, these policies are translating into measurable results: in the first quarter of the year, manufacturing output linked to AI grew 19.2% year-on-year, and 169 foundation models had been registered with Shanghai authorities as of the reported date.

Toward technological autonomy and industrial applications
Local players are now focusing on autonomy and scaling. Shanghai is cultivating a self-sufficient ecosystem designed to provide large-scale testbeds for domestic AI chips, aiming to reduce costs and lower barriers to compute power. The strategy seeks to support a complete industrial chain — algorithms, computing capacity and hardware applications — according to industry leaders.

Priorities announced for 2026–30 confirm this trajectory: the “AI plus” initiative is intended to spur manufacturing transformation, strengthen productive services, reform scientific research modalities and promote full-stack innovation. Local experts expect breakthroughs in embodied intelligence, brain–machine interfaces and humanoid robotics over the coming years, positioning Shanghai on several advanced technological fronts.
