Tunisia is embarking on a significant digital transformation journey, aiming to modernize its bureaucracy and enhance its economic competitiveness through artificial intelligence (AI) and open data. Historically hampered by outdated systems and bureaucratic inefficiencies, the Tunisian government has now approved a comprehensive reform package to accelerate digital transformation across its state administration. This initiative is not merely a technological upgrade but a strategic move to improve transparency, efficiency, and governance, thereby bolstering Tunisia’s competitiveness both domestically and internationally.
Central to this transformation are AI and open data, which are seen as essential for creating smarter services and improving citizen access. The government plans to standardize and govern datasets across ministries to ensure privacy and foster innovation. A key aspect of the reform is enhancing interconnectivity between ministries to streamline processes and reduce corruption.
Additionally, Tunisia aims to launch a unified national digital portal, simplifying access to government services for citizens and businesses. This initiative draws inspiration from successful models in Estonia and Kenya, though challenges such as ensuring accessibility for rural populations remain.
The government views digitalization as crucial for attracting investment and improving the business climate. However, financial constraints mean that international support will be vital for the success of these reforms. The roadmap for 2026–2030 outlines a vision for a unified digital approach, focusing on process re-engineering and involving 138 projects across four pillars: administration and service digitization, digital economy and AI, cybersecurity and trust, and infrastructure and connectivity.
Despite the ambitious plans, questions remain about execution, financing, and ensuring inclusivity. The success of Tunisia’s digital transformation will ultimately depend on effective implementation, citizen engagement, and maintaining transparency and accountability throughout the process.
