Many Samsung Galaxy phones will scan for nearby devices and display Nearby device notifications even when Bluetooth is turned off. This behavior is not a fault: the phone continues to scan so users can receive a pop-up to connect to nearby devices without having to enable Bluetooth manually.
Samsung designed this feature intentionally to improve the smart home and device ecosystem experience and to help users connect easily if they forget to turn Bluetooth on. It is therefore a deliberate design choice rather than a bug.
How to stop Nearby device notifications
If you prefer not to receive these notifications, you can disable the feature without changing any Bluetooth settings. Go to Settings > Connections > More connection settings > Nearby device scanning. Tap the toggle ON/OFF or tap the ‘Nearby device scanning’ text for more information about how the feature works.
