On July 17, 2026 in Shanghai, President Xi Jinping unveiled a package of concrete measures designed to bolster AI capacity in developing countries and to promote fair, equitable AI governance globally. Key commitments include 5,000 training opportunities over five years, the rollout of an AI-powered weather early-warning solution in 30 countries, and the creation of a new intergovernmental organization focused on AI.
Concrete measures for the Global South
Xi outlined several initiatives targeting capacity-building across the Global South: the delivery of 5,000 training sessions over the next five years; the promotion of MAZU — an AI-assisted weather alert solution — in 30 countries; and the establishment of international cooperation centers for AI applications in partnership with ASEAN, the League of Arab States, the African Union, the Community of Latin American and Caribbean States (CELAC), the Shanghai Cooperation Organization (SCO) and the BRICS bloc. These measures aim to narrow the technology gap and give developing countries more meaningful access to AI tools, infrastructure and skills.
A new intergovernmental organization dedicated to AI
The president also announced the creation of the World Artificial Intelligence Cooperation Organization, an intergovernmental body intended to coordinate international AI cooperation, capacity-building and governance efforts to advance a more just and equitable global AI ecosystem.
