A Beijing startup, Xingchen Daohe (also known as Stars Harmony), has raised nearly ¥100 million (about $14.8 million) to develop “Guanlan,” a satellite constellation for space surveillance. Founded in May 2024, the company announced on July 22 that the funds will be used to develop and deploy the system and to expand the teams working on the project.
A dedicated SSA constellation for tracking orbital objects
Guanlan is presented as a constellation that will provide persistent space-based surveillance of objects in orbit, supporting collision avoidance, orbit optimization, and space traffic management for both civil and military operators. The financing brings together a mix of industrial and financial backers: the Beihang Tianhui incubator affiliated with Beihang University, several venture funds (Zhenghan Capital, QDGF Ventures, Yarong Capital, Yunhui Capital, Xinhai Capital), and the state-linked investment vehicle Changsha Chengfa. Xingchen Daohe also signed on July 24 to set up in Beijing’s “Satellite Town” as part of the local industrial policy dubbed “South Rockets, North Satellites.”
A commercial rush on space surveillance in China
The round comes amid a wave of commercial SSA initiatives in China, with multiple competitors attracting capital and launching ambitious programs. Geovis Insighter Technology (Xingtu Cekong), affiliated with the Chinese Academy of Sciences, went public in Beijing in 2025 and announced a 156-satellite SSA program with tests slated for 2026 and operations beginning in 2027. Kaiyun United (Creatunion) is developing the Spacemapper platform—which will host China’s catalog of space objects—and plans a 108-satellite constellation alongside a ground observation network. Qingbo Kongtian, a Tsinghua University spin‑off founded in August 2025, raised tens of millions of yuan in April 2026 for debris cataloging and collision-alert software, with an experimental SSA satellite planned for 2026. Meanwhile, Aotian Technology launched Gande‑1 on July 24 aboard a Kinetica‑1 launcher; the company describes this satellite as China’s first commercial debris‑monitoring satellite and the precursor to a planned 120-satellite constellation.
Strategic implications and data standardization
The rise of the commercial SSA sector also aligns with broader government objectives. A study published in October 2025 by the U.S. Department of the Air Force’s China Aerospace Studies Institute (CASI) noted China’s stated goal of localizing the two-line element (TLE) data format used for satellite tracking by 2028. That localization effort is intended to reduce dependence on foreign data sources.
