Is Germany at high risk after intelligence warns of planned attacks?

Germany has raised its national security threat level from an “abstract threat” to a “high threat” following an increase in intelligence reports pointing to planned attacks, Interior Minister Alexander Dobrindt said. According to Dobrindt, the change reflects growing concern that both infrastructure and people and institutions on German soil may be targeted.

Why the alert level was raised
Dobrindt said the growing volume of reports and intelligence prompted him to revise the previous assessment. “The risk of attacks must be taken into account at all times in Germany,” he said, adding that “plans for attacks against our country are clearly discernible.” The language signals a hardening of the government’s analysis of the terrorist or violent-threat landscape.

Intelligence reform in the works
On August 13, the government will review a broad reform package for intelligence laws. The draft would expand the powers of intelligence services, allowing them in certain dangerous situations to act directly rather than only collect and analyze information. One proposed measure would permit domestic intelligence agents to enter and search homes in acute terrorism situations if the police cannot respond in time. Dobrindt said his aim is to “develop the intelligence services into genuine secret services” to enable effective cooperation with allied agencies abroad, while maintaining a formal distinction with law enforcement: “The arrest of individuals remains the responsibility of the police.”

Context: recent attacks
The decision comes after several deadly attacks in Germany in recent years that have raised national security concerns. Last month a Saudi doctor was sentenced to life imprisonment for killing six people and injuring hundreds after driving a rental car into a crowd at a Christmas market in Magdeburg in December 2024. Separately, a Syrian national was convicted last year for a knife attack at a Solingen festival in 2024, inspired by ISIS, which killed three and injured ten.

A crossroads for German security policy
The raised threat level and the proposed reform place Germany at a crossroads between strengthening intelligence capabilities and preserving police prerogatives. Upcoming debates will focus on how to balance expanded domestic-intelligence powers with civil liberties and the traditional role of law enforcement.
