Ho Chi Minh City has announced a roadmap to convert all 400,000 gasoline-powered motorbikes used by ride-hailing and delivery drivers to electric vehicles over the next three years.
Electric motorbikes rollout and timeline
The plan requires that, starting in 2026, all newly registered drivers must use electric vehicles. By the end of 2026, 30% of existing vehicles will have converted, and the conversion will be completed by the end of 2028. To encourage early adoption, drivers will receive interest rate subsidies of 2% and exemptions from VAT and registration fees. The roadmap is part of a strategy to build “low-emission zones” in Ho Chi Minh City, moving towards a complete ban on gasoline-powered motorbikes in ride-hailing services from the beginning of 2029 to achieve a cleaner living environment.
