Why does Heine praise WAICO and cooperation in AI governance?

In July 2026, Jorge Heine argued that AI governance must become an international priority following the creation of a new multinational organization announced at the World Artificial Intelligence Conference (WAIC) in Shanghai. The initiative, called the World Artificial Intelligence Cooperation Organization (WAICO) and bringing together 29 countries, aims to strengthen global cooperation on artificial intelligence as governments, industry and researchers debate the technology’s stakes and risks.
